April 2, 2002


The Council of the City of Milford met in Regular Session in Council Chambers at 745 Center Street at 7:00 p.m. on Tuesday, April 2, 2002. Mayor Antell opened the meeting with the Pledge of Allegiance and a moment of silence.

Roll Call: Present - Mayor Antell, Vice-Mayor Bishop, Ms. Hinners, Mr. Metz, Mr. Gradolf, Mr. Kolb, Ms. McBeath

Reading of Minutes: Motion by Ms Hinners and second by Mr. Bishop to waive the reading and to approve the minutes of March 19, 2002 Regular Meeting. Mr. Atell, Mr. Bishop, Ms. Hinners, Mr. Metz, Mr. Gradolf and Mr. Kolb voted yes. Ms. McBeath abstained.

Correspondence: Clerk Barrons-Sweeney advised Council that our business cards are at the printers.

Clerk Barrons-Sweeney reminded Council that the Summary of Balances and Schedule of Investments and Interest for February were in their packets this week.

Clerk Barrons-Sweeney read a thank you card from Scott Simon thanking the Mayor and City Council for the transfer of the BW3 liquor license going so smooth.

Standing Committee Reports
Public Services:
No report.

Administrative Services: Ms. Hinners reported the Administrative Services Committee met on March 25, 2002 from 5:40 p.m. to 6:25 p.m.

Motion by Ms. Hinners and second by Mr. Gradolf to draft an ordinance authorizing merit pay increases up to 5% for the year 2002. All voted yes.

Motion by Ms. Hinners and second by Ms. McBeath to draft an ordinance establishing the salary for the Clerk of Council at $6,250. All voted yes.

Swearing In:
Law Director, Mike Minniear swore in Heather Burgess as a new Part-time Police Officer.

Safety Services: Mr. Metz reported the Safety Services Committee met on March 20, 2002 from 4:45 p.m. to 6:50 p.m.

Mr. Metz reported the Committee briefly discussed the Safety/Police Department goals as stated by the Police Department.

Safety Services:
Mr. Metz reported the Safety Services Committee met on March 26, 2002 from 4:35 p.m. to 5:30 p.m.

Mr. Metz reported regarding a short turning radius for trucks causing a safety concern at Mill and Main and U.S. 50 approaching S.R. 126. Therefore, parking spaces in front of 2 Main St and Gayhearts will be moved to in front of the old City Hall building.

Motion by Mr. Metz and second by Mr. Bishop to draft an Ordinance increasing the rate of pay for Part-time Police Officers to $13 an hour. All voted yes.

Community Development: Mr. Bishop reported the Community Development Committee met on March 26, 2002 from 5:35 p.m. to 6:35 p.m.

Mr. Bishop reported that four of the gateway signs have been received and will be installed by the Service Department and landscaped by LTD Landscaping.

Mr. Bishop reported that a vast majority of the residents would prefer Riverside Drive closed through Carriage Way Park. However, one resident Mr. Charles Evans stated he prefers a through street through Carriage Way Park. And Council member Ms. McBeath stated she’s received a lot of phone calls requesting Riverside Drive not be closed. Therefore, the Committee agreed to hold another meeting at 5:30 p.m. on Tuesday, April 9 for the purpose of hearing any public comments regarding this issue.


Mr. Bishop re-iterated his suggestion from the last Council meeting considering term limits for the Mayor and Vice-Mayor.

City Manager: Mr. Wright, Assistant City Manager reported there were five homes on Helen Street that did not have water for two hours last week.

Voice vote of Council to move the May 7 Council meeting to May 8 due to voting. All voted yes.

Motion by Mr. Kolb and second by Ms. McBeath for an executive session to be held immediately following this Council meeting to discuss real estate and legal matters. All voted yes.

Police Department: Chief Lantman thanked Council for the fourth part-time Patrol Officer.

Fire Department and EMS: No report.

New Business:

02-192 An Ordinance authorizing merit pay increases adjustments for 2002. Motion by Ms. McBeath and second by Mr. Gradolf to suspend the rules and read by title only. Motion by Mr. Kolb and second by Mr. Metz to adopt. All voted yes.

02-193 An Ordinance establishing the salary for the Clerk of Council. Motion by Ms. Hinners and second by Ms. McBeath to suspend the rules and read by title only. All voted yes. Motion by
Ms. McBeath and second by Mr. Gradolf to adopt. All voted yes.

02-194 An Ordinance authorizing increasing the rate of pay for Part-time Police Officers. Motion by Mr. Metz and second by Mr. Gradolf to suspend the rules and read by title only. All voted yes. Motion by Ms. McBeath and second by Mr. Gradolf to adopt. All voted yes.

Comments:
Christina Vuotto, east Milford Neighborhood Watch, stated she is delighted beyond belief about what we’re going to be doing for Carriage Way.

Len Harding, South Milford resident, encouraged everyone to go slow with the property recently purchased by the Milford School District.

Chuck Applegate, Clertoma resident, he asked Council for the last time if there is anything that the City can do about the noise coming from Comco. Mr. Bishop stated the City has done all that they can do because the City has already paid for a noise level study and members of Council have been out to review this problem on numerous occasions.

Voice vote to adjourn to executive session.

Motion by Mr. Hinners and second by Mr. Bishop to return to regular session.

Final Comments
There being no further business to come before Council, the meeting was adjourned at 9:05 p.m.
