March 19, 2002


The Council of the City of Milford met in Regular Session in Council Chambers at 745 Center Street at 7:00 p.m. on Tuesday, March 19, 2002. Mayor Antell opened the meeting with the Pledge of Allegiance and a moment of silence.

Roll Call: Present - Mayor Antell, Vice-Mayor Bishop, Ms. Hinners, Mr. Metz, Mr. Gradolf, Mr. Kolb

Motion by Mr. Gradolf and second by Mr. Kolb to excuse Ms. McBeath. All voted yes.

Reading of Minutes: Mr. Lou Bishop requested a correction to the March 5th minutes in the form of Community Zone/Area.

Motion by Mr. Kolb and second by Mr. Metz to waive the reading and to approve the minutes of the
March 5, 2002 Regular Meeting. All voted yes.

Correspondence:
Clerk Barrons-Sweeney read a letter from the Ohio Department of Commerce stating all permits to sell alcoholic beverages in your political subdivision will expire on June 1, 2002. In order to maintain permit privileges, every permit holder must file a renewal application.

Clerk Barrons-Sweeney reminded Council the Allocation of Collections for March was in their packets.

Clerk Barrons-Sweeney reminded Council they received the following February financial statements in their packets: Reconciliation of City Funds and Statement of Cash.

Standing Committee Reports

Public Services:
Mr. Gradolf reported the Public Services Committee met on March 12, 2002 from 4:40 p.m. to 5:25 p.m.

Motion by Mr. Gradolf and second by Ms. Hinners to draft an Ordinance amending appropriations Ordinance No. 02-181. All voted yes.

Mr. Bishop stated he feels the amending of the appropriations Ordinance No. 02-181 is a safety issue and therefore should be taken care of by the Safety Committee in the future.

Council agreed and further explained to Mr. Bishop due to the urgency of the passage of the appropriations Ordinance No. 02-181 and there not being a Safety Committee meeting schedule the ordinance was processed through the Public Services.

Motion by Mr. Gradolf and second by Mr. Metz to draft an Ordinance authorizing an agreement with Zeh’s concrete for installation of curbs at the City Municipal Building parking lot. All voted yes.

Motion by Mr. Gradolf and second by Ms. Hinners to draft an Ordinance authorizing an agreement with Humphries construction for replacement of doors at the City Municipal Building. All voted yes.

Motion by Mr. Gradolf and second by Ms. Hinners to draft an Ordinance authorizing an agreement with Miller Trucking and Excavating for storm sewer improvements on Race Street. All voted yes.

Motion by Mr. Gradolf and second by Ms. Hinners to draft an Ordinance authorizing an agreement with Service Supply for the installation of a playground surface at Clertoma Park. All voted yes.

Motion by Mr. Gradolf and second by Mr. Metz to draft an Ordinance authorizing an agreement with Equipment Maintenance and Repair for the purchase of equipment for the City’s Service Department. All voted yes.

Motion by Mr. Gradolf and second by Mr. Bishop to draft an Ordinance authorizing an agreement with HD Water Services for service to Well No. 3. All voted yes.

Motion by Mr. Gradolf and second by Ms. Hinners to draft an Ordinance authorizing an agreement with Pohlkat Inc. to clean Lime Lagoon #2. All voted yes.

Motion by Mr. Gradolf and second by Mr. Kolb to draft an Ordinance authorizing an agreement with the Board of County Commissioners of Clermont County, Ohio for the provision of a emergency back-up water supply to the City of Milford. All voted yes.

Motion by Mr. Gradolf and second by Ms. Hinners to draft an Ordinance accepting the public streets, sanitary sewers, storm sewers, water lines, and easements for Castleberry Court and Old Bank Road. All voted yes.

Administrative Services:
No report.

Safety Services: No report.

Community Development: Mr. Bishop reported the Community Development Committee met on March 12, 2002 from 5:35 p.m. to 6:35 p.m.

Mr. Bishop reported the Committee discussed shutting down the road at Riverside Drive. The best solution was to terminate the road entirely.

A meeting will be held March 26 at 5:30 p.m. to discuss this matter. All residents are invited to attend.

Motion by Ms. Hinners and second by Mr. Bishop to adjourn to an executive session immediately following this meeting. All voted yes.

City Manager: Ms. Rokey reported the Service Department has completed the installation of the benches, garbage cans, and picnic tables at Clertoma Park.

Ms. Rokey reported the Wastewater Deparment is currently performing preventative maintenance throughout the system by jetrodding truck lines.

Ms. Rokey confirmed Council pictures will be taken April 16th at 5:45 p.m. before Council.
