Minutes: A motion by Mr. Antell, second Mr. Gradolf to waive the reading and approve the minutes of the regular Council meeting of February 17, 2004. All voted yes.
Correspondence: None
Comments: Mr. Bob Owens of Expressway Park stated he opposed the rate plan for the Storm Water Utility. He questioned the time parking lots were occupied and would it effect the rates.
Mr. Ron Burke of Castrucci Chevrolet had a discussion with the Council members concerning the credits that would be used in establishing the Storm Water Utility rates.
STANDING COMMITTEE REPORTS
Public Services: Mr. Gradolf reported that the Committee met on February 24, 2004. Mr. Minniear reported to the Committee that staff met with Mrs. Kuhn and she will be given ample time to comply with the storm water drain on her property.
The City Manager provided a draft request for proposals for qualified Storm Water engineers. The Committee agreed that staff should rank the proposals and bring the top 3-5 to the Committee for presentation.
Mike Haight provided to the Committee a revised proposal from Perfection and a new proposal from DeBra Kuemple. Mr. Minniear will review contact language to clarify when additional labor charges apply. The Committee agreed to draft an ordinance authorizing a contract with Perfection at the reduced contract price for three years provided that the Certified Maintenance Agreement page is clarified. A motion by Mr. Gradolf, second by Ms. McBeath to draft an Ordinance authorizing a contract with Perfection Services for HVAC Maintenance Services. All voted yes.
A motion by Mr. Antell, second by Ms. McBeath to draft an Ordinance establishing the Storm Water rates for the City of Milford. All voted yes.
Administrative Services: Ms. McBeath reported that the Committee met on February 25, 2004. The Committee considered that adoption of the budget for 2004. The cost of hiring a new Finance Director at the end of the year is not included in the budget. Mr. Wagner stated he is willing to take his final payment in January, 2005. A motion by Ms. McBeath, second by Mr. Gradolf to draft an ordinance to make appropriations for the current expenses and other expenditures for the City of Milford during the Fiscal Year ending December 31, 2004. All voted yes.
The Committee also considered the pay request for the Law Director. A motion by Ms. McBeath, second by Mr. Antell to draft an ordinance establishing the rate of pay for the Law Director in the amount of $45,000. All voted yes. The City Manager provided pay study information from another community relating to their pay philosophy. She feels we have several management positions that require review beyond the annual increase approved by Council. The Committee anticipates annual increases to be effective the first pay in July of this year.
Safety Services: No report. There will be a Safety Services meeting on March 15, 2004 at 5:00 p.m.
Community Development: No report.
City Manager's Report: Acting City Manager Jeff Wright reported that the Service Department will begin brush pickup in March and it will continue through November. 50 Bags of trash were picked up on city berms. The play safety surface at Carriage Way Park is now complete. The demolition of ÒAnnieÕs RoomÓ should be finished this month.
Mr. Wright reported that there is an opening on the Board of Zoning Appeals as David Tompkins is not seeking to be renewed for his expiring term. Residents can submit a letter of interest or resume to Mr. Wright for Council to consider. Mr. Wright explained that there is a need to have a text amendment for the Zoning Appeals. This would be to clarify auto body shops and auto repair shops for non-conforming use. A motion by Mr. Gradolf, second by Ms. McBeath to agree to a text amendment for the Zoning Appeals. All voted yes.
Council as a Committee of the Whole with a motion by Mr. Antell, second by Ms. McBeath to draft an ordinance to purchase a pick-up truck for the Service Department from 32 Ford. All voted yes.

04-358 First Reading. An Ordinance Establishing the Rate to be Charged by the City of Milford Storm Water Utility.
Comments: Sara Arseneau of the Milford Miami Township Chamber of Commerce asked how long the storm water rates would in effect. She understood it would be five years before they would be changed. It was explained that Council could change the rates at any time.
Dave Metz also asked if the $5.50 charge would be monthly. He was told it would be a monthly charge.
Adjourn: There being no further business to come before Council, a motion by Mr. Antell, second by Ms. McBeath to adjourn. All voted yes. The meeting was adjourned at 8:05 p.m.
