The Council of the City of Milford met in Regular Session at 7:00 p.m. on November 3, 2004, in Council Chambers, 745 Center St., Milford, Ohio. Vice-Mayor Gradolf opened the meeting with the Pledge of Allegiance and a moment of silence. Roll Call: Present: Vice-Mayor Gradolf, Mr. Reynolds, Ms. Hinners, Mr. Antell, Ms. McBeath. Absent: Mayor Bishop, Mr. Kolb. Motion by Ms. McBeath, second by Ms. Hinners to excuse Mayor Bishop and Mr. Kolb. All voted yes. Minutes: A motion by Ms. McBeath, second by Mr. Antell to waive the reading and approve the minutes of the regular Council meeting of October 19, 2004. All voted yes. Correspondence: The Clerk reminded Council of the e-mail she had received from City Manager Rokey asking that all Council members update their phone and e-mail addresses. Oath of Office: Law Director, Michael Minniear gave the Oath of Office to Interim Police Chief Daniel McDonald. Chief McDonald thanked Council and stated he is impressed with the personnel of the City of Milford. Speaker: Gary Knepp, local historian and resident spoke on the history and origin of the Civil War cannons that are in Greenlawn Cemetery. He explained that the cannons were placed in the cemetery as a memorial to the Union soldiers who gave their lives in the Civil War. Mr. James Houston, a member of the Sons of Union Veterans of the Civil War also addressed Council about his organization and the work they do. Mr. Knepp said the cannon should not be sold but should always remain as they were originally intended. Mr. Antell motioned with a second by Mr. Reynolds to draft a Resolution that the Cannons would remain in the cemetery and not be sold. All voted yes. Mr. Reynolds introduced a group of Boy Scouts who are working on their Citizenship Badge.STANDING COMMITTEE REPORTSPublic Services: No Report Administrative Services: Ms. Hinners reported that the Committee met on October 26, 2004. The Finance Director provided information regarding transfers from the General Fund to the Capital Improvement Fund. $33,000 is set-aside for police cruisers future replacement. A transfer from the General Fund to the Cemetery Fund of $62,000 is needed as budgeted. The Committee agreed to motion to draft an ordinance for this purpose. A motion by Ms. Hinners, second by Mr. Antell to draft an Ordinance Authorizing transfers from the General Fund to the Capital Improvements Fund and from the General Fund to the Cemetery Fund. All voted yes. The Committee also agreed to motion to draft an ordinance amending the appropriations ordinance. Motion by Ms. Hinners, second by Mr. Antell to draft an Ordinance amending Appropriations Ordinance 04-355. All voted yes. Harry Steger, Assistant Director of Finance requested the assistance of Steve Wagner as Director of Finance until the end of December, 2004. He has concerns regarding the year-end close out and Steve’s familiarity with preliminary budget work for 2005. Funds from the Bureau of Vehicle Registrations and Permissive Tax will not be received until 2005 due to computer problems at the BMV. Carol Woerner, Tax Administrator provided information regarding an error in the ordinance for Penalties and Interest Section 181.98. Part (b) 1-3 was omitted in the last ordinance amendment and needs to be added. The Committee agreed to motion to draft the ordinance. Motion by Ms. Hinners, second by Ms. McBeath to draft an Ordinance amending Tax Ordinance Section 181.98 Penalty and Interest. All voted yes. Safety Services: No Report Community Development: Mr. Antell reported that the Committee met on November 3, 2004. The only item of discussion was to motion to draft an ordinance to Victory Sign. A motion by Mr. Antell, second by Ms. McBeath to draft an Ordinance to Authorize the purchase of community signs from Victory Sign Associates Design & Planning in the amount of $18,544.00 All voted yes. Ordinances: Mr. Reynolds was unable to stay for the whole Council Meeting therefore the ordinance portion was moved up so that he could participate in the voting process. 04-404 An Ordinance Amending Chapter 915 of the Codified Ordinances of the City of Milford, Ohio Regarding the control of Street Trees. Motion by Ms. McBeath, second by Mr. Reynolds to suspend the rules and read by title only. All voted yes. Motion by Ms. Hinners, second by Mr. Antell to adopt. All voted yes. 04-405 An Ordinance Authorizing Transfers from the General Fund to the Capital Improvement Fund and the Cemetery Fund. Motion by Ms. McBeath, second by Mr. Antell to suspend the rules and read by title only. All voted yes. Motion by Ms. Hinners, second by Mr. Antell to adopt. All voted yes. 04-406 An Ordinance Amending Appropriations Ordinance No. 04-355. Motion by Ms. McBeath, second by Mr. Antell to adopt. All voted yes. 04-407 An Ordinance Enacting Section 181.98 of Chapter 181 of the Milford Income Tax Code Regarding Penalties and Interest. Motion by Ms. McBeath, second by Ms. Hinners to suspend the rules and read by title only. All voted yes. Motion by Ms. McBeath, second by Ms. Hinners to adopt. All voted yes.

City Manager’s Report: City Manager Rokey reported from the Service Department that the Thermoplast crosswalks have been completed and 350 tons of salt is expected this week which will bring the salt barn total to 700 tons. Over 100 election signs have been collected from right-of-ways. No hunting signs have been installed on Bay Road and on South Milford Road. The first round of leaf pick-up has been completed in the south side of town and will begin in East Milford. The contract for S.R. 126 has been completed and the High Street curbs and sidewalks are complete. The Water Department reported that the cabinets in the lab were replaced this week. A fire hydrant was raised at 129 Miami Lakes. This is the last to be raised in Miami Woods. A broken hydrant was replaced at Cleveland at Mill. Committee MeetingsPublic Services Community Dev. RemindersState Soccer Tour. Pattison Elem. Dedication Parks & Recreation Citizen’s Housing Monday, Christmas Walk Taste of Christmas Police Department: Chief McDonald had no formal report but said he is becoming familiar with the Department. Fire Department/EMS: Chief Cooper thanked Council for their support for the Fire Levy. He reported that the Fire Department is having a coat drive. Containers have been placed in several locations for donations of coats. Mr. Gradolf congratulated Chief Cooper on his recognition as a volunteer by the Milford/Miami Township Chamber of Commerce. Comments: Karen Huff spoke about the Hometown Holidays that will be held on November 26th, 27th and 28th. Council congratulated Karen for being named Volunteer of the Year by the Chamber of Commerce. Mr. Gradolf commented that he appreciated the Boy Scouts attending the Council meeting. Law Director, Mr. Minniear explained the change in the agenda due to Mr. Reynolds leaving early.
