Roll Call: Present: Mayor Bishop, Vice-Mayor Gradolf, Mr. Reynolds, Ms. Hinners, Mr. Kolb, Mr. Antell. Absent: Ms. McBeath. Motion by Mr. Kolb, second by Ms Hinners, to excuse Ms. McBeath. All voted yes. Minutes: A motion by Mr. Antell, second by Ms. Hinners to waive the reading and approve the minutes of the regular Council meeting of September 7, 2004. Voting yes: Mayor Bishop, Vice-Mayor Gradolf, Ms. Hinners, Mr. Reynolds, Mr. Kolb. Abstaining: Mr. Antell. Correspondence: The Clerk read a letter from the Ohio Division of Liquor Control concerning a permit request and a possible hearing for a D1 and D2 liquor permit for Latitudes Café and a C1 and C2 permit for Sora’s Towing, inc. A motion by Ms. Hinners, second by Mr. Kolb that a hearing would not be required for Latitudes. All voted yes. A motion by Ms. Hinners, second by Mr. Antell that a hearing would not be required for Sora’s Towing, Inc. All voted yes. Proclamation: Mayor Bishop read a Proclamation declaring Saturday, October 9, 2004 as Arbor Day in the City of Milford. STANDING COMMITTEE REPORTSPublic Services: Mr. Gradolf reported that the Committee met on September 28, 2004. Mr. Gradolf stated that Mike Haight provided three proposals for pressure washing the municipal building. Humphries Construction had the lowest bid at $7,051.80. This will include pressure washing and inspecting the drivit to see if any repairs are needed. Mr. Haight also provided proposals for line striping excluding thermoplast. A&A Safety was the low bidder with an amount of $7,998.70. There were also proposals for line striping using thermoplast in high traffic areas. The lowest cost proposal was also from A&A Safety in the amount of $11,892.50. The Committee agreed to motion to draft an ordinance for A&A Safety in the amount of $19,891.20. A motion by Mr. Gradolf, second by Ms. Hinners to draft an ordinance authorizing a contract with A&A Safety Inc. for line striping including thermoplast in the amount of $19, 891. 20. All voted yes. The Committee reviewed the rules for brush pick-up. Residents should be reminded when their brush does not comply with our collection procedures. The Manager advised the Committee that the City Engineer recommends the dedication of water and sewer utilities for Doublegate Condominiums. Inspections have been completed following the one-year warranty and maintenance period. The Committee agreed to motion to draft the necessary ordinance. A Motion by Mr. Gradolf, second by Ms. Hinners to draft an ordinance authorizing the acceptance of water and sewer mains located in the Doublegate Condominium Complex. All voted yes. The City Manager reported that she has had an inquiry about the Civil War cannons in the cemetery. She is investigating the origins of the cannons. She has also granted permission for city right of way to be used for city-sponsored special events. The City has also been asked to approve placement of banners of various shapes and sizes to promote a weekly event. It would be best if organizers would seek permission to use the right of way and the size of the banners can be discussed. The Manager also asked the Committee to clarify whether “junk days” were intended to receive regular household trash. The Committee agreed that household trash should be discouraged for “junk days.” Ms. Rokey also reported that the S.R. 126 slide project should begin in mid-October. One lane traffic will be maintained during construction. Administrative Services: No Report Safety Services: Mr. Reynolds reported that the Committee met on September 28, 2004. The Committee discussed the staff memo reviewing proposals on certain traffic changes. A discussion was held with Council members concerning eastbound Main St. and High St. striping and signage. Mr. Kolb suggested that a traffic engineer should be consulted before changes were made. After much discussion it was agreed to table this project until more information was received. More discussion was held on making Maple St. one way from Main St. to Beech St. Craver-Riggs and Milford United Methodist Church have been consulted and have no objection. A motion by Mr. Reynolds, second by Mr. Gradolf to proceed with the signage making Maple St. one way from Main St. to Beech St. Voting yes: Ms. Hinners, Mr. Reynolds, Mr. Antell, Mr. Bishop, Mr. Gradolf. Voting no: Mr. Kolb. Fire Chief Cooper reminded the Committee that the MCFD would be distributing flyers concerning the upcoming fire levy. Also, the MCFD will be hosting a “Candidates Night” on October 13. Police Chief Lantman advised the Committee that $17,000 had been received from the trucking company’s insurance company for the police cruiser that had been totaled. The City Manager reviewed her narrative results from the police survey. The Committee accepted the report and will contact her if there are additional questions. The Manager also reported that Chief Scott from Beavercreek agreed to attend a Safety Committee meeting on October 19 to discuss their COP program. Community Development: No Report Jean Ackermann of the Chamber reminded Council of the Business Awards dinner on October 27th and the Golf Outing at the Oasis on October 18th. She also explained the “Adopt a Patriot” program that the Chamber was sponsoring. City Manager’s Report: City Manager Rokey reported that the Carriage Way Park walkways have been sealed and three fire hydrants in Miami Woods have been raised for accessibility. Since Election Day is on November 2, 2004 a motion by Mr. Antell, second by Mr. Kolb to hold the regular Council meeting on Wednesday, October 3, 2004. All voted yes. Ms. Rokey requested an Executive session immediately following this Council meeting. A motion by Mr. Gradolf, second by Mr. Kolb that an Executive session for legal and personnel reasons be held immediately following the Council meeting. All voted yes.

Police Department: The monthly police report was distributed.
Fire Department/EMS: Chief Cooper stated that the Fire Department’s input had been recommended concerning the Main and High Sts. Signage change and the Maple St. one-way change. Chief Cooper reported that this was Fire Prevention Week and the department had been to the schools and that their equipment had been displayed at Walgreen’s parking lot Comments: Karen Huff of OMMA stated that Hometown Holidays would be held Thanksgiving weekend. There will be entertainment, caroling and many activities for the community. All voted yes. 04-506 A Resolution Endorsing the Lower East Fork Watershed Management Plan. Motion by Mr. Gradolf, second by Mr. Antell to adopt. All voted yes. There being no further business to come before Council the meeting was recessed at 8:45 p.m. with a motion by Mr. Gradolf, second by Mr. Kolb to enter into Executive Session. Council returned from Executive Session at 9:35 p.m. with a motion by Mr. Antell, second by Mr. Reynolds to adjourn.
