The Council of the City of Milford met in Regular Session at 7:00 p.m. on December 7, 2004, in Council Chambers, 745 Center St., Milford, Ohio. Mayor Bishop opened the meeting with the Pledge of Allegiance and a moment of silence. Roll Call: Present: Mayor Bishop, Vice Mayor Gradolf, Ms. Hinners, Mr. Antell, Ms. McBeath, Mr. Kolb. Absent: Mr. Reynolds. Motion by Ms. Hinners, second by Mr. Antell to excuse Mr. Reynolds. All voted yes. Minutes: A motion by Mr. Antell, second by Ms. Hinners to waive the reading and approve the minutes of the regular Council meeting of November 16, 2004. All voted yes. Correspondence: None STANDING COMMITTEE REPORTSPublic Services: Mr. Gradolf reported that the Committee met on November 23, 2004. The City Manager reported to the Committee that the company that was to supply the cameras for the Wastewater Treatment Plant is no longer in business. Carol Royer is in the process of receiving revised proposals and will return to the Committee for further consideration. The Finance Director requested that the Council action to reimburse the General Fund in an amount not to exceed $65,485 be reflected in the December 7th Council Minutes. This will be a one time reimbursement from the Storm Water Fund not to exceed $65,485 instead of estimated $17,500 over 4 years. Ms. Rokey reported that CDP Engineers is preparing a proposal for the cost to design Storm System J (Powhatton) as shown on the Storm Water Master Plan. This is in preparation for the 2005 budget estimates. Administrative Services: No Report Safety Services: Ms. McBeath reported that the Committee met on November 23, 2004. Fire Chief Cooper reviewed with the Committee the history of Fire and EMS contract renewals with the MCDF to be requested by the end of the year. We have annual contracts and 5 year levies. Certain expenses are paid directly by the City and others paid through the contract for services. The Assets are owned by the City. $783,821 is the estimated revenue to be generated by the Fire Levy in 2005. A $746,000 Contract request is anticipated. Chief Cooper noted that a ladder truck costs $600,000 and is anticipated in the next year and a half. The MCFD retains a balance of funds toward future purchases. $788,370 is the estimated revenue to be generated by the EMS Levy in 2005. A $734,000 EMS Contract request is expected. The Committee will meet on December 14th to review the budget detail to recommend the contracts. Authorization of the contracts is scheduled for the December 21st Council Meeting. Interim Police Chief McDonald provided the Committee with an update regarding current activities and provided a draft of his first monthly report to be distributed to Council. Community Development: No Report. Mr. Antell stated that the Committee was exploring keeping the tree lights on all year long and that information signs be coordinated with the downtown scheme. OKI Appointment: OKI has asked for a Council Representative appointment to their Council of Governments Board of Trustees for 2005. Mr. Gradolf has been the 2004 representative and has agreed to serve in 2005. With a voice vote from Council with all voting yes Mr. Gradolf will be Milford Council representative to OKI. City Manager’s Report: City Manager Rokey reported that the Service Department will begin the final round of leaf collection on December 13th. Brush pick-up is on a call-in basis. All of the salt trucks are ready for winter weather and all parks have been mowed for the last time. Two wind-damaged trees were removed from Riverside II. Street Sweeping on all curbed streets has been completed. David Walker from the Wastewater Plant has achieved his Class II Wastewater Operator License. The Water Department replaced a fire hydrant on Clark Street necessitating a water shut-off to 32 residents. Kevin Mason has achieved his Class I Water Operator License. A short portion of U.S. 50 near the interchange in Union and Miami Township near Milford Parkway has been re-designed by ODOT as SR 450. Garbage Service will not be interrupted as Christmas and New Years Day are on Saturday.

Chief McDonald explained that the Department would be receiving new protective vests at no expense to the Department. The manufacturer will be replacing the vests. The Chief also commended Officer Paul Lane. Officer Lane rescued a homeless man and found him a place to live and a job. Officer Lane went beyond the call of duty to help this unfortunate individual. Chief McDonald also reported that the Property Room has been improved and access now requires 2 keys. Crime in the City has decreased by 8% this year. Mayor Bishop asked Chief McDonald if our Police Department was the right size for the City of Milford The Chief will explore this and report to Council. Fire Department/EMS: No Report Comments: Mayor Bishop extended Council’s congratulations to RJ and Mary Sue Vilardo on their 50th Wedding Anniversary. He also reported that former Council Member Paul Hackett is now serving in Iraq. Liz Lohse, Chairman of the Personnel Commission offered her resignation as of December 31, 2004. Ms. Lohse is moving to Georgia to further her education. She expressed her gratitude to Council for being able to serve the City since 1985. Mr. Antell stated that a representative from the library will speak at the first meeting of Council in January. Mike Minniear thanked Ms. Lohse for her years of service. He also offered condolences to the family of Helen Kneipp, former police clerk who passed away this week. Chris Hamm, owner of Latitudes Café updated Council on the progress of the Café. He stated that business was doing well and more items will be added to their menu. He thanked the City, Council, the Fire Department and OMMA for helping to make the opening a success. He said that $1200 has been donated to the Firefighters Club. Mayor Bishop stated that Latitudes is an asset to our City. Mayor Bishop informed the public that copies of the Engineers study of Tyler/Wallace Avenues are available at City Hall. Old Business: Ordinances and Resolutions: 04-507 A Resolution for the Preservation of the Greenlawn Cemetery Civil War Cannons. A motion by Mr. Antell, second by Mr. Kolb to adopt. All voted yes. New Business: None Adjourn: There being no further business to come before Council the meeting was adjourned at 8:00 p.m. with a motion by Mr. Antell, second by Mr. Gradolf. All voted yes.
