City of Milford Council
November 19, 2002

The Council of the City of Milford met in Regular Session in Council Chambers at 745 Center Street at 7:00 p.m. on Tuesday, November 19, 2002. Mayor Antell opened the meeting with the Pledge of Allegiance and a moment of silence.

Roll Call: Present - Mayor Antell, Vice-Mayor Bishop, Mr. Kolb, Mr. Gradolf, Ms. Hinners,
Mr. Metz, Ms. McBeath

Reading of Minutes: Motion by Mr. Bishop and second by Ms. Hinners to waive the reading and to approve the minutes of the November 6, 2002. Mr. Antell, Mr Gradolf, Ms. Hinners, Mr. Bishop, Ms. McBeath, and Mr. Metz voted yes. Mr. Kolb abstained.

Correspondence: Clerk Barrons-Sweeney reminded Council that they received the October Allocation of Collections documentation.

Standing Committee Reports

Public Services: No report.

Administrative Services: Ms. Hinners reported the Administrative Services Committee met November 13 from 5:10 p.m. to 6:55 p.m.

Motion by Ms. Hinners and second by Mr. Gradolf to draft an Ordinance amending Appropriations Ordinance #02-181. All voted yes.

Motion by Ms. Hinners and second by Ms. McBeath to draft an Ordinance authorizing a contract with Municipal Income Tax Solution LLC in the amount of $8,000. All voted yes.

Safety Services: Mr. Metz reported the Safety Services Committee met November 12, from 6:10 p.m. to 7:05 p.m.

Mr. Metz reported on highlights discussed regarding the police budget such as: part-time officer expense, training, uniforms, accreditation, maintenance of equipment, and the replacement of an old police cruiser #8.

Motion by Mr. Metz and second by Mr. Bishop to draft an Ordinance authorizing the purchase of a police cruiser from 32 Ford Mercury, Inc., in the amount of $24, 762. All voted yes.

Community Development: Mr. Bishop reported the Community Development Committee met on November 12 from 4:35 p.m. to 5:20 p.m.

Mr. Bishop reported the pros and cons of having the Santoro engineering firm provide engineering consulting labor versus hiring an engineer as an employee to do the permits.

Motion by Mr. Bishop and second by Mr. Gradolf to re-appoint Mrs. Rachelle Rapp-Dickerson to the Parks and Recreation Commission. All voted yes.

City Manager: Ms. Rokey reviewed items worked on by the Water Department such as: replaced two leaking old meter pits, repaired a main water leak, and softening system functioning well since mid-October.

Mr. Rokey advised the Service Department is continuing to pick up leaves six days a week.

Police Department: Chief Lantman submitted the October Police Department Monthly Report.

Fire Department and EMS: Chief Cooper submitted the November Fire Department Report.

Motion by Mr. Kolb and second by Ms. Hinners to re-appoint Mr. Gradolf to the OKI board. All voted yes.

New Business:

An Ordinance amending Appropriations Ordinance #02-181. Motion by Ms. McBeath and second by Mr. Metz to adopt. All voted yes.

02-240 An Ordinance authorizing an agreement with Municipal Income Tax Solutions LLC for upgrade of the Income Tax Department Computer System. Motion by Ms. Hinners and second by Mr. Gradolf to suspend the rules and read by title only. All voted yes. Motion by Ms. Hinners and second by Mr. Metz to adopt. All voted yes.

02-241 An Ordinance authorizing transfers from the General Fund to the Capital Improvement Fund and to the Cemetery Fund. Motion by Ms. McBeath and second by Mr. Metz to suspend the rules and read by title only. All voted yes. Motion by Ms. Hinners and second by Mr. Metz to adopt. All voted yes.

02-242 An Ordinance authorizing the purchase of a police cruiser from 32 Ford Mercury, Inc. Motion by Ms. McBeath and second by Mr. Kolb to suspend the rules and read by title only. All voted yes. Motion by Mr. Gradolf and second by Ms. Hinners to adopt. All voted yes.

There being no further business to come before Council, the meeting was adjourned at 8:55 p.m.
