City of Milford Council
October 15, 2002


The Council of the City of Milford met in Regular Session in Council Chambers at 745 Center Street at 7:00 p.m. on Tuesday, October 15, 2002. Vice-Mayor Bishop opened the meeting with the Pledge of Allegiance and a moment of silence.

Roll Call:
Present – Vice-Mayor Bishop, Mr. Kolb, Mr. Gradolf, Mr. Metz, Ms. McBeath, Ms. Hinners

Motion by Ms. Hinners and second by Mr. Gradolf to excuse Mayor Antell. All voted yes.

Reading of Minutes: Motion by Mr. Gradolf and second by Mr. Kolb to waive the reading and to approve the minutes of the October 1, 2002 Regular Meeting with the following correction in the final comments section.

“It was Mr. Kolb that invited Ms. Kohake to attend the next Public Services meeting.”

Mr. Bishop, Mr. Gradolf, Ms. Hinners, Mr. Kolb, and Ms. McBeath voted yes. Mr. Metz abstained.

Speaker: Mr. Dunn and Miss Johnson from Milford Main School presented the City of Milford with a human flag picture that was formed by the students in memory of September 11, 2001.

Correspondence: Clerk Barrons-Sweeney reminded Council that they received the following September financial statements in their packets: Statement of Cash, Allocation of Collections, Schedule of Investments and Interests, and Summary of Balances.

Clerk Barrons-Sweeney read to Council a thank you letter that was received from the Chaney Family. The letter thanks Council for their immediate action addressing the concerns the Chaneys had expressed about traffic problems in South Milford.

Standing Committee Reports

Public Services:
Mr. Gradolf reported the Public Services Committee met October 7, 2002 from
6:10 p.m. to 6:55 p.m.

Mr. Gradolf reported the Water Plant Supervisor, Dan Sarbach, is investing water leaks throughout the City.

Mr. Gradolf advised that the water softening should be on line by the end of next week.

Mr. Gradolf reported the OWC grant has been granted for the Phase 1 of the Wastewater Treatment Plant expansion. Bids opened October 10 at 2:00 p.m.

Mr. Gradolf advised that a tree fell over in the cemetery and broke a historic monument.

Mr. Gradolf reported the erosion control project has been approved by ODNR.

Administrative Services: Ms. Hinners reported the Administrative Services Committee met October 7, 2002 from 5:10 p.m. to 6:55 p.m.

Motion by Ms. Hinners and second by Ms. McBeath to draft an ordinance amending Appropriations Ordinance 02-181. All voted yes.

Ms. Hinners reported the committee received budget data and charts to be reviewed and considered at the October 30 budget session.

Ms. Hinners advised the personnel policy manual changes are complete and each employee will receive a copy of the manual. A signature for receipt of the manual is required.

Ms. Hinners reported a computer and printer for the Clerk of council’s office would be put in the budget for 2003.

Safety Services:
No report.

Community Development: Mr. Bishop reported the Community Development Committee met on October 8, 2002 from 4:30 p.m. to 5:00 p.m.

Mr. Bishop reported that out of eleven proposals that were submitted for the Redevelopment Plan for Carriage Way Park the Committee has narrowed it down to four proposals. These proposals are to be passed to the Parks and Recreation Commission.


Mr. Bishop reported the Carriage Way street sign and “Road Closed” sign has been removed from the entrance to Carriage Way Park.

City Manager: Ms. Rokey reported Cracker Barrel is now open.

Ms. Rokey reported the Water Plant garage exterior block and chlorine shed have been painted. The two well houses will be painted at a later date.

Ms. Rokey reported winterization of all utility trucks has begun.

Ms. Rokey reported over 75 volunteers showed up to plant daffodils throughout the City October 12th.
Council stated Christina Vuotto is recognized as the pioneer of planting daffodils in the community.

Ms. Rokey reminded Council that there is a Budget Review scheduled for October 30, 2002 at 7:00 p.m. in Council Chambers.

Police Department: No report.

Fire Department and EMS: Chief Cooper submitted the Fire Department’s October 2002 report.

Chief Cooper thanked the Police Department for their participation with Fire Prevention week.

Chief Cooper reported the Fire Department raised $4,655 for the MDA drive, Jerry’s Kids.

Chief Cooper advised that a hand held thermal imaging camera would be purchased by the Fire Department. A $1,000 towards the purchase was donated by the Barber family in memory of their grandson Christopher Alford. And the remaining balance $12,850 will be paid for by the Fire Department club.

Old Business: None.

New Business:

02-234 An Ordinance amending appropriations Ordinance No. 02-181. Motion by Ms. McBeath and second by Mr. Kolb to adopt. All voted yes.

02-235 An Ordinance adopting the personnel policies and procedures manual for the City of Milford. Motion by Ms. McBeath to suspend the rules and ready by title only. All voted yes. Motion by Mr. Metz and second by Ms. McBeath to adopt. All voted yes.

02-236 An Ordinance establishing the policy for the appointment of part-time patrol officers to full time employment. Motion by Ms. McBeath and second by Ms. Hinners to suspend the rules and read by title only. All voted yes. Motion by Ms. Hinners and second by Mr. Kolb to adopt. All voted yes.

Final Comments

There being no further business to come before Council, the meeting was adjourned at 8:05 p.m.
